What is the difference between the two modes?

Encoding a value escapes everything that is not safe, including &, = and /, so it can sit inside a query parameter. Encoding a whole URL leaves the structural characters alone so the address still works.

Why do spaces become %20 and not +?

%20 is correct everywhere in a URL. The + form only means a space inside a query string, and it is wrong in a path, so %20 is the safer default.
