Why does my text still look encoded?

It may have been encoded twice — %2520 is an encoded %20. Decode it again and it will come out.

What does + mean in a link?

Inside a query string it usually means a space. Elsewhere it means a literal plus sign. The parameter list treats it as a space, which is what web forms do.
