Is Base64 encryption?

No. It is an encoding, and anyone can decode it instantly. It makes binary data safe to put in text, but it hides nothing. Never use it to protect a password or a key.

Why do accented characters break in other encoders?

Base64 works on bytes, not letters, so the text has to be turned into bytes first. This tool uses UTF-8, which is what web pages, APIs and modern systems expect.
